Belmar man charged with masturbating in Jersey City park after senior tells police man's private part is pierced

A Belmar man was arrested in Downtown Jersey City after allegedly masturbating in front of a sharp-eyed 76-year-old woman who helped identify the man by telling police she noticed his private part was pierced, officials said. Arriving officers noticed Froloff had a pierced tongue and when the cop asked if he had any other piercing, Froloff confirmed what his victim had spotted moments earlier, reports said.
